The Charter of Tibetans-in-exile has outlined the nature, functioning, power and duties of the Public Service Commission in its Article 100 to 105. As per the relevant laws passed by the Tibetan Parliament-in-exile, the Public Service Commission will function as an independent body to recruit, select, appoint and train the civil servants of the Central Tibetan Administration. It is also mandated to approve the rules and regulations and entitlements of the civil servants which is framed and implemented by the Kashag.
